How can I map semicolon in normal mode to colon?

I want to map semicolon to colon. I tried the following:

[keys.normal]
";" = ":"

and

[keys.normal]
; = ":"

but neither work. How can I do this?

I also want to remap C-h, C-j, C-k, and C-l to the associated window motions in normal mode but don't know where to find the command names for those.

OK, I figured out how to map the Ctrl keys (the command names are here: https://docs.helix-editor.com/keymap.html#window-mode). But I still can't figure out how to remap semicolon.

[keys.normal]
";" = "command_mode"
