Mouse yank has no effect on Windows

Reproduction Steps

I tried this:

1. use the mouse to select some text, see the message selection was yanked to primary clipboard
2. :primary-clipboard-paste-after

I expected this to happen: the selected text was pasted after the cursor

Instead, this happened: nothing was pasted

I'm pretty sure if a secondary clipboard isn't set then mouse yank is ignored.

Is there any reason for this? If there is then at least we should suppress the yank message too because it causes confusion.
