[Bug]Allow Windows update unchecks itself after system reboot or active several hours

Steps to reproduce

1. Either system restart or I reboot.
2. There has been times that the system has been on for hours, I fined Blocklist Microsoft update has switched back to Blocked, not Allowed as I have set it numerous times
3. Under settings - rules Allow windows update will also be unchecked.
4. wusvc.exe has moved from allow internet to blocked.
5. If I click to allow internet and have allowed rules windows update and allowed Blocklist; Then go to windows update click check for updates. Anew wusvc.exe popup to ask me to allow or block

Expected behavior

If I set blocklist and rules to allow windows updates it should stay allowed and not switch back to blocked.

I did read Bug #1944, Same issues but different as the settings keep changing on their own.
