ci: tools not updated by renovate

Since switching to the github backend from ubi, tools are no longer recognized by renovate because they don't support the new backend yet. Relevant discussion: renovatebot/renovate#39517
We either have to wait for the renovate maintainers to fix this or tag GitHub dependencies in our mise.toml manually. This would also include updating the base renovate config in https://github.com/hetznercloud/.github to recognize regexes in .toml files.

This is fixed using regexes for now, once renovate adds native support we can remove the comments in mise.toml again. I'll keep this issue open as a reminder.
