Generalize Authzen for General Use

Currently the Authzen package is an initial development to support compliance testing with AuthZen TODO app tests.

Generalize approach so that Authzen can be:

• configured with differing PIM/Schemas - currently authzen needs a list of entity types (todo,user)
• configured with differing user sources (file, scim)
