Support generating .hack files #18
Description
/Users/fred/code/personal-site/src/Site.hack forces type to HACK_STRICT; DOT_HACK should also be supported, otherwise all files will have an <?hh // strict. While users can specify a .hack extension, it will still end up with that header which is a pass error
