Release v0.27.0 and `next`

This issue describes what will go into the next release:

Tagged release:

• Go update (bump to 1.25)
• Dependencies update

next Release (branch only install)

• Dependencies update
• Go update (bump to 1.26)

You can request for certain PRs to go into either.
