Enable Hiero self-hosted runners for this project

Hi @hiero-ledger/github-maintainers, we'd like to enable Hiero self-hosted runners for this project similar to what we currently use for Identity Collaboration Hub and Hiero DID SDK JS.

I think we need a standard process for how the community can request a self-hosted runner. @hendrikebbers @jwagantall is this something you can please define for us? Thank you!

Yes, makes sense.

My initial impression was that there is an organization-level process of moving to Hiero self-hosted runners.
In DID SDK JS and Identity Collaboration Hub these were enabled without explicit request from me or other maintainers, AFAIK (not that I'm against it).
So enabling self-hosted runners in this repo is not a high-priority request, we can even re-consider it if it's actually not reasonable to enable them without a specific need.
