Add Otter Tests to required PR Status checks in CN

Description:

There is a request to make PR Check Otter Tests in the hiero-consensus-node repository a required check.

Level of Effort:

• Update the required status checks repository ruleset to include otter tests.

Impact:

• Every PR will be required to pass otter checks prior to merge to the default branch, main.
• Every commit when merged to main will need to pass the otter checks prior to being incorporated into an XTS candidate build.

Otter tests have been running in consensus node as of #19552.
