reduce memory consumption of Solo owned haproxy and envoyproxy instances #3413
Description
based on investigations by Richard it was detected that HAProxy threw out of memory errors with less than 256MB of memory.
during a previous performance snapshot prior to the TPS and Account 10x increase, HAProxy was at 113MB and Envoy Proxy was at 28MB.
HAProxy is currently configured to what we use in MAINNET.
We want to target around 48 MB for haproxy, if possible.
