Fails to load via MO2

[hierocles]

WebView creation fails when launched through MO2 via USVFS. Window hangs during wry::window::create which runs indefinitely.

Likely the same issue as ModOrganizer2/modorganizer#1886

Running through MO2 is mostly a user convenience, but isn't critical to app functionality.
