Truffle won't sell you pylons even if you have enough Happiness

I put him in a mushroom biome and he won't sell me pylons even with a guide nearby. Is this intentional?

I might change this later, but for now, the Truffle only sells Pylons in Hardmode

This can be avoided by having other NPCs live on the mushroom island, so if you want to limit mushroom pylon acquisition to hard mode, you'll need to change the sales methods of other NPCs as well.
