bier, ospfv3: BIRT entries are not correctly updated on router removal

When an OSPFv3 router stops advertising BIER information, the related BIRT entries are not removed on the other routers.
This also directly impacts the BIFT synchronization implemented in https://github.com/holo-routing/holo/pull/32, which also keeps outdated information.
