Add ability to compile to WASM directly to the .NET HDK

It currently generates dynamic rust and c# code from meta data using STAR ODK. We need the ability to compile to WASM directly in the .NET HDK. Look into CortRT and AOT compilation, these can generate wasm from c#. Also look into other options...
