Add a loader to android auto favorites configuration screen otherwise it looks blank on load

Description of problem, include YAML if issue is related to notifications:

When loading Settings > companion app > android auto favorites when favorites have already been added a loader should be present to show things are happening otherwise it appears to be blank until a list suddenly appears.

device controls screen has a loader so we should do something similar
