dashboard visibility per user

I would like to set default dashboard (less important) and dashboard visibility (very important) on a per-user basis.

Right now, visibility and default are per device. If I want a user to have limited access to something, I have to have access to their device to edit visibility in the sidebar, and if they log in on a different device, those settings are lost.

Per user visibility can currently be controlled on a view-level basis. I basically would like to extend that to the dashboard/sidebar level
