Log page: make a "Refresh" button sticky, keep scroll position after pressing the "Refresh" button

1. Proposal: let the "Refresh" button be located on the page's top.
   Even after Move refresh logs button to top #15382 the "Refresh" button will be not visible if a user scrolled the page down.

2. After pressing the "Refresh" button keep the scroll position.
   Use case:

• open Log;
• press "Load full log";
• scroll down;
• analyse records;
• press "Refresh";
• NO NEED to scroll down again.
