Link to Users config in the change password card

If you're an admin you can change anyone's password without knowing their current one.
Say someone forgot their password. The first place they might go is to the change password card (under the user panel). However this requires their current password. It would be a simple fix to just link to /config/users if the user is an admin, saving them the trouble of looking up how to do it.
If it's so simple why haven't I PRed it? Because localization, testing, etc is a headache.
