Add a new card: why cards are not alphabetized?

Cards are strangely sorted - some of them are alphabetized, some - not.
Surely I mean conventional cards:

My expectations are:

1. First - conventional cards (alphabetized).
2. Next - custom cards (alphabetized).
3. Manual.

Order should be same for ALL languages.
Sorting is done based on native ENGLISH card types.
