Sidebar: move some buttons to a not-scrollable area

When a user has a few dashboards & and HACS, "Energy" etc - a scrollbar may appear on a sidebar:

Suggest to move at least 2 buttons to a non-scrollable area:

• dev tools
• settings

Also, a scrollbar may hide a notification balloon partly.
