history-graph: allow to disable tap_action

Recently "tap action" was added to a history-graph card to open more-info.
In some scenarios it could be not desired to open it (incl. security reasons).
Since there is no tap_action option for the history-graph card - suggest to add some option to disable this default "tap action".
