Today I realised this behaviour: #21781
For me, it is rather strange that I realised it just today - and may be this logic was implemented long time ago in fact.
Assume we have a dashboard.
To access it - we can push a corr. button on a sidebar.
When the 1st view ("1st tab") of this dashboard is shown.
In case of Dev tools - it is different:
There are several pages there, all in own "tabs".
And when I push a "Dev tools" button on a sidebar - it shows not the 1st page ("yaml"), it shows a previously used page ("assist", for example).
And imagine how it is "easy" on a mobile:

you need to scroll a header to get the "yaml" tab - instead of just choosing the "Dev tools" button from the sidebar:
