Get rid of reorder-mode for To-Do-Lists

At some point last year, the UI for editing automations has changed. Before that, a special mode needed to be enabled to allow reordering of items. Enabling this mode revealed handles by which the user could grab and move elements.
Since then this mechanism was changed to always show those move-handles, getting rid of the necessity to enable some re-order mode.

IMHO the same should be done for to-do-lists, where it is still necessary to enable re-order mode.

It´s quite insignificant and only cosmetic, but I guess back then, this was simply forgotten.
