Improve broken cards on dashboards

Hello! 👋
We're looking for someone to help implementing a design that will improve the dashboards experience in the event of broken cards.

Description

This design proposes a change on how broken cards are displayed. The design aims to:

• Not overwhelm secondary users that are non-admin
• Don't permit a shift of the dashboard layout by keeping the original size of the card
• Optionally implement error translation keys (not all cases are translated)
