Add option to disable some frontend dashboard libraries

HA supports many frontend libraries (mostly via HACS) to add new dashboard widgets. These libraries can become very heavy for devices that don't run on latest hardware. What I mean here are the devices like NSPanel PRO or similar. The problem is when you have one HA instance and you want to run it on PC, tablet, phone or low-cost/small room units.

I have NSPanel PRO as a room unit and the struggle is real. Responsiveness is slow even for simple widgets.

A request is to add a support for:

• Limit which frontend scripts are loaded per user
• Or limit which frontend scripts are loaded per device

That would obviously limit supported widgets per device, but that's the compromise one has to take.

Does it make any sense?
