Trigger: New dashboard card alert

I don't think this is a feature within notification or alert integrations and I hope my specific use-case/idea will communicate it clearly. I recently discovered the GDACS integration which I think is fantastic! As I have family all over the world, learning about global alerts through GDACS instead of the news will be really useful. However, I don't need to be notified on my device, instead I need a more passive alert. I don't want to have a GDACS card up on my dashboard all the time.

The request would be an automation trigger that creates a new card on your dashboard. So if GDACS issues an alert for your area, a new dashboard card will appear. Through automation and .yaml you can set colors, fonts, sizes, and duration of the alert. At the end of the duration the card disappears.

Or, as a different take on this idea, a "temporary alerts" bar shows up on the top of your dashboard.

This has other uses for information you might need on an intermittent basis and isn't critical or needed on your phone.
