add 'Reload resources' to /config/lovelace/resources

When in Yaml mode, we can still check in the /config/lovelace/resources panel which resources are installed, and whether they are loaded correctly. Which is a very nice tool.

We can not however directly access the top menu bar. Because of that we can not click `Reload resources' after having added/changed/updated a resource.

For that we have to go back to the main frontend, click Menu/click Reload resources/click Refresh on the popup, and again go back to /config/lovelace/resources. 7 clicks......

An additional Button Reload resources in the /config/lovelace/resources panel could reduce that to 1 single click.
