ha-wa-dialog is incompatible with ha-md-dialog

Description

Opening another dialog from ha-wa-dialog which is not the same dialog, will open it underneath the dialog. This is the same issue with comboboxes not using the method the generic picker uses

Dialogs which can be opened from other dialogs:

• Create label dialog - Migrate new label dialog to ha-wa-dialog #27717 (Closed until icons generic picker is merged)
• Create area dialog
• Create floor dialog

These 3 need to be implemented before https://github.com/home-assistant/frontend/tree/revert-revert-2a8d935 (#27668) can be restored
