[Bug] Error after initializing DB and creating the first user

Description

Cloned and installed horilla v2 with docker compose. After initializing the DB and creating the first user, company, departmant and job position, clicked in "go to home" and got a crash.

Steps to Reproduce

1. Install via docker compose, cloning the v2 repo
2. Initialize db
3. Follow the suggestions to create user, company, job position, department
4. Click "go to home"
5. Now when I try to access the web page it has the same error

Expected Behavior

Showing the horilla dashboard

Actual Behavior

Crashes with typeerror

I've solved it by changing function
format_html(...) to mark_safe(...) in notifications_tags.py file
