Explore Ballista support and/or common shared ducklake library

Following up the discussion from duckdb/ducklake#595 (reply in thread), once datafusion-ducklake stabilizes we should see what it would take to support ballista. It's possible that it would need a separate library, but it should be possible to share (as much as possible) functionality from this library.
