From a discussion on revamping notifications, - users see value in validation notification only if there is a comment/feedback added to the action. Otherwise, plain validated message is delivering no value

Instead of sending a mail/notification on every validated task - send a mail/notification only if there is an additional comment added during the successful validation.

However, for invalidation of tasks, we should retain the current workflow as it ensures accountability and follow up from contributors
