Controlling the editor options for sandbox projects

For the v1 release of sandbox, we need to offer only iD editor for sandbox projects. Regarding JOSM and Rapid:

• JOSM requires updated database URL to be passed along with task boundary, otherwise we risk sending sandbox data to live OSM editor resulting in vandalism. And the login needs to be handled differently. Currently for iD editor we automatically create a user ID based on TM login. Handling this in JOSM at the moment will be a challenge.
• For Rapid editor, the bundle needs to be updated to include the database URL and we can defer it for later releases as an enhancement if requirement arises.
