Bug: Auto rule refresh not working

Describe the bug

If you have the agent or likely write a global file file in ~/.aider-desk/rules/ the system isn't picking it up in server mode.

Steps to reproduce

1. create rule file globally while in server mode
2. see ui not refresh that rule is in effect in a given project.
