HPM6450 的can外设增加 PTPC模块获取时间戳接口

64/67系列手册上说可以使用外部定时器PTPC，但是在SDK中没有看到获取该64位时间戳的代码，是否可以考虑增加对应代码呢？

PTPC驱动提供了32bit秒的时间戳和32bit的纳秒时间戳的APIs
ptpc_get_timestamp_second API 和 ptpc_get_timestamp_ns API

如果需要其他时间戳单位可自行合并，比如us时间戳

目前我是这样写的，但是这种时间不是can接收报文曝光时刻的时间戳，精度稍微有些损失
