Add support for sqlcipher?

Hey @hsjoberg , are you interested in supporting sqlcipher as an option?

I'm deciding if I should fork and then submit a PR, or fork and maintain a new package.

Yes, I'm interested in supporting sqlcipher, given that if it's disabled then just normal sqlite would be used instead.
