Verify and remove usage of spatial-api

As part of the effort to shut down spatial-api across the board, the usage/reference of spatial-api in ingest-pipeline via #717 will need to be removed.

That DAG seems to be failing for quite a while now, I don't know if, at some point, there was a need to reindex samples weekly (that's the scheduled option for this routine). If we don't need that anymore (which apparently we don't since this call has been failing), I'll be happy to remove all those references.

Will also confirm with @jswelling before pulling the trigger.
