Vaidation Utility Refinement

• Update the Validation Utility
  • Drop Required validations (new input upgrades will handle this now. this only applies to after the form is submitted and JUST handles Invalid values listed in the response)
  • Find & Consolidate the various non-FormControl Validation checks (ie the DOI Url value) to this utility, return a set of fields & their problems
