Support updating multiple consent categories at once #61
Description
Right now as we're tracking the functionality of the WordPress core feature proposal plugin we only support updating consent categories individually. Because we use the consent change event to integrate with tag manager there are events pushed to tag manager for every category of consent. Ideally this would be a single event.
