Bug: 0.4.1 release action did not run

I created a 0.4.1 release and tag, but it hasn't triggered the release and build action to create artefacts. As far as I can see there's no failed action, it was never triggered.

So I deleted the release and recreated it and now https://github.com/humanmade/hm-query-loop/actions/runs/21299069614 is running.

I suspect the way the action runs only works if you immediatley publish the release with no draft step, so perhaps created isn't the appropriate event
