hy-nrepl: nREPL Server for Hy forked from HyREPL

Hello,

I've forked HyREPL (the nREPL server for Hy), which currently seems to be unmaintained, to work with the current version of Hy, creating hy-nrepl.
hy-nrepl is available on PyPI, and the README includes a setup guide for Emacs.

I've rewritten it based on HyREPL, added tests, and CI now confirms that it works against the last three releases of Hy.

The currently implemented features include:

• Symbol completion using the dynamic state of the runtime
• Argument documentation
• Expression evaluation
• Interrupting evaluations
• Jump to definitions
