Implement project elaboration

The elaboration is needed both for projections an its callers.

Things to do:

• Basic elaboration of projections and callers
• Generation of required frames to support cross-zone alloca use
• Register-to-stack spilling
• Elaboration of projections with multiple yield points
• Callers with multiple projects in the same region
• Callers with multiple project regions
