[android13]amazon iap integrate error during startup after a fresh new install

Hi, I am integrating amazon IAP. In my app's entry tsx, i write the codes below in the useEffect callback function, and after i install my app, wait a minute without doing anything, the error occur.
OS is original android13.
my code in useEffect:

I'm also getting error with Amazon on the latest IAP version.

'You must register a purchasing listener before invoking this operation'.

v11 is OK.
