[UI] Render attached properties when found and supported

Describe the feature you'd like to request

• As an evaluator, I want to see the properties of a hypercert, so that I know what I'm evaluating
• As an impact creator, I want to inspect the properties of my hypercert, so that I can validate or attest to additional updates

Describe the solution you'd like

Hypercerts were minted with properties like a geoJSON field, areference to a Gitcoin round or a specific minting application

• The json properties should be parsed and rendered in a card. If it can't be parse, do show that there are properties but that they can't be rendered by the app.
• The properties should be added as a section to the accordion on the hypercerts view page
• Add 'Properties' to the evaluation drawer
• Alert users when clicking external links
• When a URI is a CID or ipfs:// link to a DWEB link like https://{CID}.ipfs.dweb.link/
• Add link to metadata on IPFS for inspection without parsing
