We should run an intergration tests agains the hypercerts atproto stack to validate the implementation of the PDS/SDS operations and oauth flow actually works on every PR

Describe the solution you'd like

local dev:

• atproto docker dev env
• integration test suite
• test sdk core implementations

github ci

• same setup
• trigger on every PR
• PR should fail on failing tests
