Allow configuring settings in hyperion-proxy-module

The flags passed through the bedwars binary should also be able to configure hyperion-proxy-module so we don't have to have hard-coded file paths and IPs.

We should also consider making hyperion-proxy-module opt-in through a flag like `--enable-builtin-proxy`
