Hoist deployment dirs up to registry root

The deployments dir is loosely intended to hold 'artifacts' but the chains dir at the root of the registry contains both artifacts and metadata. For consistency and simplicity, the warp_routes and avs dirs should be hoisted up to be neighbors to chains
