test(satp-hermes): fix docker tests

**Is your feature request related to a problem? Please describe.**
Docker tests are passing due to a crash loop. Tasks are:
1) investigate and inform on the root cause of the tests
2) correct root cause 
3) change ci job to use the built docker image (in the MR) to run the docker tests, as opposed to a published image
4) keep (although much simpler) published docker image tests (acceptance/stable)
