Fix the CI, links and publishing under the new organization: hyperledger-identus

Proposed feature

After moving the repository to the new organization hyperledger-identus the following actions should be performed:

• update the CODEOWNERS file with * @hy@hyperledger-identus/identus-maintainers
• fix the links to the documentation and other repositories
• fix the CI workflows
• regenerate and publish the documentation to the GitHub pages
• publish the packages
• announce the changes in the Discord channel
