fabric(x): support for channel write policy #1183
Description
When an FSC node plays the role of an endorser, the FSC node should check that the submitter of the proposal satisfies the channel write policy. Currently, there is not API that would allow an FSC node to do that.
This Issue asks to introduce such API.
