Update eservice and pservice python build

In our efforts to switch all of our builds to cmake-based scripts, the eservice and pservice packages need to be updated as follows:

• Build python wheel by default
• Build the swig bindings separately
• Switch to pure cmake-based build scripts

This is the other half of #421 .
